Hopper is concerned for Steve's health after the tunnels. He knows there is more than the kids are telling him, but they keep mum. It doesn't help that Harrington won't let Hopper take him to the hospital.
Hopper does the responsible thing, and calls the kid's parents. Turns out to be both the best solution in the cruelest way possible.
