The Masked Terrors
The Masked Terrors are classified as a villain group, but they act as vigilantes. They can be determined by their signature mask, and each member has one tailored to them. No members have been seen without their mask, All identities as still secret to this day. They are a powerful and feared group, as they have never once failed in any goal they may have. This particular group is unique, as they target both heroes and villains. It is a death sentence to be on their bad side. They have no mercy because to be targeted, you have to break one of their moral rules. These rules are public and have been determined as fair by everyone. The rules are listed farther down. They follow these rules as well and will kill other members for breaking them. The one exception to this is the member known as Suki. She is 14, and one of the rules is that children should not be put in harm's way no matter what. Suki is the most powerful member even with her age, and Japan is very lucky that she is not a very active member. While we have not gotten a confirmation as to why she is allowed to be in the group at all, we believe it is a combination of her power, her relative inactivity, and the fact she is one of the longest-standing members, that allows her to continue being in the group with her age.

1: Avoid unnecessary harm to innocent bystanders or non-involved parties
2: Show strategic and calculated aggression rather than reckless violence.
3:Keep children out of harm's way no matter what.
4:Never harm humans without good reason
5:If someone needs help, give it.
