“Silver's power is out of control,” his son remarks, stroking his mustache. “I'll have to design something to control it.”
“Chaos Control is a natural ability,” Gerald says, his hands crossed behind his back as they observe the specimen. “Chaos is enriched by the heart and controlled through strength of will. If a creature was not made to do it, they will not succeed.”
“I designed Silver with the strongest of wills!” Ivo retorts. “And he should be more than powerful enough to do it!”
Gerald hums, stroking his mustache. The specimen levitates every item in the room, including itself. It hovers for a few seconds, glowing cyan, then unleashes a blast of energy that destroys all the boxes and drops it to the floor, where it pants and curls into a ball. “It's certainly strong,” he mutters, “but if the energy could be concentrated…”
“How best to do that…” Ivo mumbles.

“I was designed with the strongest of wills,” Silver repeats, still learning how to talk. He frowns and mumbles certain words, practicing the pronunciation.
“Yes,” the Doctor says gleefully. “Your power is in your mind, conducted through your hands. It will be easier to control this way.”
The gold bracelets lock around his wrists and immediately split open, glowing cyan through the center. “Easier to control my power,” Silver rephrases. Experimentally, he waves his hands in an arc, and all the boxes in the room levitate before crashing back down. “Woah…” Excited, he hops and floats in the air, extending his arms as if to balance. He flips and spins and does little dances, eventually staying in a pose that feels right. “Alright!” It finally feels like his body is in sync with his mind. The speed of his actions matches the speed of his thoughts. Silver does a somersault in midair and grins. “Finally!”

The key factor in designing the Ultimate Lifeform was controlling the Chaos Energy. The prototype was a failure precisely because the energy led to uncontrollable growth and an unstable lifeform. Black Doom offered the solution: his DNA. His organs produce Chaos Energy, and he has the natural ability of Chaos Control. Combining this with the Emeralds and the data of a few superpowered hedgehogs resulted in the true Ultimate Lifeform. A perfect success.
And with a perfect solution to that little problem, courtesy of his son's robotics genius combined with his intricate understanding of genetics. Inhibitor rings, designed not to control the chaos, but to allow the user to control it themselves. A wonderful little loophole. Silver's bracelets provided an excellent basis, but Shadow's rings are more effective.
Shadow is flawlessly designed with the innate ability to control Chaos Energy. His organs produce it, and he intrinsically knows how to use it and many other tools. The inhibitor rings prevent his energy from growing out of control or exploding, and keep him from exhausting himself like Silver did. The key is that they can be removed in emergency situations. And Gerald designed Shadow's mind to be pure: he will not make rash or selfish decisions. All to best protect Maria from any threat. Truly a flawless creation.
