Because I think Ilya would want to get a actually pretty tattoo when getting one for Shane and this style definitely was around when he got it.
Additionally it really isn't hard to sell this as tribute to canada/his new team since his bear tattoo was debated about if it was for russia or the bears..
A maple leaf for Canada, the loon for Ontario and the tulips in the same shape as the swirl on the flag for Ottawa... nobody has to know that he got it for the stupid canadian wolf birds at the cottage...
