Yokohama was known as the Quirkless city. A hundred years ago, just as Quirks began to emerge, the city became walled off. A large dome erected itself around the city, impermeable and opaque from the outside. After the initial wave of panic, those inside began to realize the reality. They could step out as they liked, they could bring in those they wanted. There was no true isolation for those inside. Anyone from the 'outside,' however, could not go in. The wall was solid, like bullet-proof glass.
As quirks became more commonplace many tried to force their way in. Fire slid across the dome to no effect, only lighting the nearby grass on fire. A strong punch would only give you a broken hand. Even the odd nullifier found themself mystified as the dome never seemed to waiver. As strong as it was from day one.
It lead the outside to theorize. Consider that perhaps there was something out there more powerful than a quirk; or perhaps technology that they had yet to discover. Amongst the shouts of "Aliens" there was a whisper of "Ability." Yet another word for a power that they yet to fully understand, albeit apt.
When questioned, the Inside could offer no explanation. Those who ventured out, for whatever reason, were themselves mystified at the dome. "It just seems to know who is welcome and who is not," one citizen offered meekly while transporting produce into the Dome. "Frankly, it's better this way," he added as his van passed into the Dome.
Within the dome lived primarily quirkless people. Every now and then, a quirk would emerge. Genes brought in by an outsider that had been welcomed, or a random chance. They were certainly the odd ones. Odder still, however, were those with abilites. A minute portion of the population even within the walls. Similar to a Quirk in all of the wrong ways. With no link to genetics, it was hard to predict when one would emerge, but when one did it was like a whimper in the wind. There was no flashing lights, no warning signs, no mutations or indicator that someone was an Ability User. Despite that, all of the ability users seemed to congregate, whether through choice or force, to 1 of 3 organizations.
The Triparte system could be considered a shaky alliance, but one that the peace of Yokohama depended on. The Port Mafia ran the night, an organization so powerful that any others that began to form were snuffed instantly. The Armed Detective Agency, a group that kept the peace in the day in the public eye. Finally the Government, running around as an intermediary between the Outside and the Inside. Everyone knew who these groups were, what they did for the normal folk.
Just as the clock struck 130 in the morning, Gin Akutagawa pulled a knife from the back of a woman. Another small group that thought smuggling would be easy and profitable. With the raise of a hand grunts emerged from the shadows, a quick clean-up crew that took care of the scene once it was clear. With one last glance at the corpse below her, Gin stepped out of the warehouse. Leaning against the side of the building, wiping her knife while waiting for the signal that the evidence was no more, a text message rang through the silence.
Pulling out the phone from where it sat in her coat, she bit back a groan at the sender. It was a short message, "Boss 2am." And just after she had finished her assignment too.
A sharp whistle hit her ear just as she stepped away from the building. Perfect timing, as least she didn't have to tell someone to check on the warehouse after she left. With the evidence probably at the bottom of the ocean, she mounted the motorcycle hidden amongst the alleyways, and made her way back to the headquarters.
To be fair, Gin knew that Mori wasn't going to propose anything enjoyable to her when it was 2 in the morning. Nevertheless, there was a small part of her that hoped it was a pat on the back after her latest mission and a substantial raise.
Haha, as if.
No, instead it was another mission. That was instantly clear by the stack of documents on Mori's desk as the doors to his office were pushed open.
"Gin! Exactly who I wanted to see!" Mori cheered, a smirk across his face.
"Boss," she greeted, once again glad that the mask across her face mostly hid the grimace across her lips.
"Now now, have some more enthusiasm. You're going to enjoy this one for sure!"
As if alarm bells weren't already ringing in her head. She muscled down the growing migraine and approached his desk to peer at the stack of envelopes sitting at the front of the desk. Wonderful. A new mission. Ignore the fact her last one finished 23 minutes ago, that wasn't important to anyone but her I guess.
Grabbing the first of the stack she flipped it over, eyebrows narrowed. "Boss," she ventured, "what the fuck?"
The first page was dedicated entirely to a buff man in way-too-tight spandex. The colors of the suit matched the American flag in the gaudiest of ways, and the hair removed any complaint about having to fight her own in the morning.
"It's All Might. You don't know All Might?" Mori raised an eyebrow at her.
"I know All Might, mostly against my will. What does that have to do with a mission you're giving me? He's on the other side of the Dome."
"Ah, he is right now. But in about a week he won't be," Mori grinned mischievously. "He's hunting down some rabbits right now. Of course, he's not going to find any, but he'll be crossing the Dome on his hunt. He might even try to bring back a couple of stragglers with him. You know," he wiggled his fingers, "Hero things."
"Right..." she stared at him. Gin had learned not to questions how Mori knew things. It saved her a lot of headaches.
"It would be so terrible if their strays just so happened to be some of our people. I heard the detectives are looking into something similar."
Gin perked at the mention of the ADA. The Triparte System had been in place for roughly 3 years, so she had plenty of interactions with the detectives. "Who are your planning on sending?"
The man twirled a pen between his fingers, eyes fixed on the point lazily. "Kyoka and Hirostu. But," he paused, eyebrows furrowed, "who knows what could happen." He stabbed the pen back into the pen holder on his desk. "So I'd rather the important people be prepared. If you get taken, then that's simply how it will be. I'll work with whatever I have to."
The assassin gave a slight nod, picking up the stack of folders and clutching them to her chest. "I'll be prepared."
