The setting is a small county called Iðunn's Orchard, centered around the town of Iðunn's Orchard, which is in turn centered around the original gated neighborhood of Iðunn's Orchard, which is no longer gated and has had the privacy walls around it removed. Founded in the early 1970s in an idyllic part of California that was both isolated and had beach access, Iðunn's Orchard is luxurious and exclusive. It's also a commune of pedophiles and hebephiles of all genders and races, with the only rule regarding sexual relations with minors of any age being that the minor mustn't be harmed, and that all parties involved must be willing and enjoy themselves. Public sex, public nudity, public masturbation, and casual sex are all allowed, perfectly acceptable, and even encouraged here. The commune has escaped scrutiny via their isolation and connections, and the current year is 20XX.
