Their efforts shouldn't do anything at least, as abuse is allowed to be shown even on major visual media, incest is not illegal even in a number on US states (where AO3 is based on), and even written fictional explicit underage works might be legal, in comparison to a visual depiction for instance. As the site doesn't allow private messages and every content is hidden until you click on the work's title, harm to minors is definitely something that cannot be argued against it. If anything they're just trying to waste FBI's time that could be spent on actual important things. I wonder how many straws those folks have to grasp at just to pull themselves out of bed in the morning.
