It's up to interpretation! While The Angler (at least in-game from what I've seen) isn't able to get people who are hiding in lockers, the fate of the woman with the bob is kind of left unknown. She could have gotten out and is ahead of the Reader, she could still be hiding in the locker, too scared to come out... Whatever you'd like to imagine!
