Hundreds of years ago, humanity fell into chaos. Some sprouted scales, a horn, or a tail--whilst some could suddenly control the weather, the sea, or even the minds of others.
They were called abnormalities--however, as humanity progressed, that term was erased and replaced with 'Powers.'
As humanity progressed, so did society. If you were born with...let's say a large set of multi-colored wings, you're bound to be teased and bullied, because society deems it a disturbance.
In ParrotX2's life... That seems to be just the case.
