Summary
While Japan was trying to organize its hero system a small declaration went overlooked. A large plot of land had declared itself a separate country. The declaration was lost to a mountain of paperwork. Many abused, homeless, or lost individuals stumbled upon the country allowed in if they promised to not harm the children in any way or stay quiet about the villains seeking new lives with the abused children with or without their parents. Many were grateful for this place that sought out to give everyone the freedom that was taken from them or the others who earned it.
Dabi was grateful to have been healed, only having scars from his time as Touya. Dabi was now someone with black hair and piercings.
Shinsou was lucky to been found one day by them and now he was on his way to being adopted by his favorite underground hero.
Izuku wanted to meet people who wouldn't care about his lack of quirk. He was being chased by Kacchan when he got lost and stumbled upon them. He was forever grateful for Kacchan chasing him that day.
