Techno-centric irl au where Tommy is adopted

Summary
Dream started to walk back towards his own apartment, the further he went, the less ‘rich’ everything looked. From pristine new buildings came the old familiar brick walls. Some windows in peoples homes were broken, even using duct tape to cover it. Weeds stuck out along the cracked sidewalks. Graffiti was plastered almost everywhere, lamp posts on the streets were not working yet again, and a bloodied kid who looked about near death in an alleyway. Yep, normal things in the West End.
…Wait.
Whipping his head back and taking a few steps backward, Dream had to give a second take if he actually saw that. The answer was yes, it was a kid bleeding out in the alleyway. When Dream went closer, he found out it wasn’t just any kid but one of the members from the Syndicate, the villains. He had blonde hair, a red mask covering his eyes, and a red and white hoodie which was covered in blood near the stomach area.
“Fuck.”

Dream is a vigilante who helps civilians get away from the crossfire between the heroes and villains. He has the most powerful ability of psychokinesis but hides it. What happens when he saves an infamous villain as his civilian self? Can he keep his cover hidden?

Summary
Tommy leaned back in the hard plastic chair that dug into his back. What they were asking of him was ridiculous, insane. Tommy may not be the most there in the head but even he knew how stupid this plan was.
Notus, or Philza, sighed. “All you have to do is tell us where Hex is.”
Tommy shifted and the cuffs around his wrists clinked against the cold metal table. “How would you suppose I do that? I'm currently locked in the world's largest and most high-tech prison ya know.”
“Use your powers Coeus, I know you must be itching to use them after years of not indulging.” Kratos drawled.
The power suppressor weighed heavily around his ankle digging into his skin reminding Tommy of its existence.

Tommy is a criminal that has been locked away for years for a crime he does not regret committing. He quite enjoyed the prison life, it was better than being on the street starving and getting into fights every day. Around the anniversary of his trial, a set of heroes showed up asking impossible things from him trying to dig up a life he had long left buried. Why would he get involved with the drama of heroes and villains again if he was locked within walls they could never dream of touching?
