En Japón, se han reportado múltiples casos de villanos asesinados. Estos aparecen decapitados o con múltiples cortes profundos y precisos. Además, se ha registrado más movimiento entre los vigilantes.
Con la ayuda de la Comisión de Seguridad Pública de Héroes apoyada por la policía. Se descubrió que el causante de esto es una organización supuestamente llamada "CEED", estando compuesta por 9 vigilantes.
Las siglas aun son desconocidas.
