Yukio was just trying to keep it together, really.
Their father had died. Rin was the king now. And while he loved his brother, Rin just wasn't capable of running a kingdom by himself, so now Yukio was picking up the slack. And he was... managing. The country hadn't fallen apart, at least. So long as nothing too drastic happened, he could continue to manage just fine.
Unfortunately, werewolf bites tend to have rather drastic results.
