“I don't want your fucking money.” Billy spat, snapping out of the strange dozed off state. He looked around warily, jaw working. “You are going with me.”
Steve made a little pinched hysterical laugh, and looked to the side too, thinking his way out of this mess. But then Billy dragged him from the doorway, into the street, into the rain, into the night. Gun still pointed on him.
“Get into the car.” He said.
Steve blinked, wet eyelashes clinging together.

Summary
Much to his dismay Steve has to spend the summer in Santa Carla with his estranged grandfather and almost-divorced mother.
On his first night out he meets a handsome stranger at a rock concert and is immediately captured by his rough allure. He soon makes friends with Billy, the charming bad boy, and the motley gang of teenage-outlaws he's the leader of. But why do they only hang around the boardwalk at night, why is Santa Carla called the "Murder Capital of the World" and most importantly, who will save Steve once he finds the answers to these questions?

"He won't want your help, but he needs it. You don't tell him it came from me- he'll push you away if he finds out, hell, that boy will try to push you away anyway. He's stubborn as hell and thinks he can make it through everything on his own," FP sounds...FP sounds fond. Fond and pleased in a way that Sweet Pea's never heard before. "You don't tell anyone who he is, okay, not even your little friends in there. This is your mission, Sweet Pea."
He nods, still trying to wrap his brain around it all. "But- protect him from who?" He asks. What do Northsiders even have to be afraid of?
"Everyone. Anyone. Himself." FP offers, which isn't particularly helpful at all. "And you tell me how he's doing. You report back to me. I don't know...I don't know how he's getting by. I used to be able to keep tabs all over town and now the Drive-In's been closed down and I don't know." His voice cracks a little bit and Sweet Pea realises something else. He's not talking to the King. He's talking to a father.

It’s only noon; Billy knows neither of them have work that evening, and their shitty gen-ed biology lab was cancelled. They’ve only been hanging out for an hour, and maybe Billy isn’t quite done fucking around with Harrington yet. Maybe he’ll indulge him. “And what do I get out of it?”
There’s a moment of stretching silence, Steve’s music playing low and wailing in the background, as they stare each other down.
“I’ll blow you,” Steve promises, running a famished tongue over too-dry lips.Billy laughs, sharp-edged and mean. “C’mon, sweetheart. Like you weren’t gonna blow me anyway.”
Steve huffs, hand grasping for the door handle. “You know what? Just forget it.”
When he goes to open the door, Billy hits the locks, shoves the sucker back into his mouth to bulge obscenely beneath the fleshy part of his cheek. “Alright, princess. I’ll take you to get your fucking smoothie. Christ.”
Steve settles back into the passenger seat, runs long fingers through the sweaty hair at his nape as Billy starts the Camaro. He flicks his sunglasses down over the sleek bridge of his nose, mutters, “How outstandingly generous of you.”
“Buckle your goddamn seatbelt.”

Steve is absolutely happy in California, with the weird palm trees and the salty ocean breeze and the grainy sand always between his toes. He really is. He doesn’t miss small town Indiana at all.
