Summary
There is a fog on the outskirts of Night Vale. Now, fog can happen in deserts, but rarely during the summer, and definitely not concentrated over the remains of the totally-never-existent Night Vale Harbor and Waterfront Recreation Area. Carlos, the scientist he is, goes to investigate, bringing along his son, Jon.
They weren't expecting to find another Avatar in the fog, let alone one around Jon's age.

Summary
After its own failure to deal with Strex Corp and the reliance on an army from a Desert Otherworld and vigilantes, the City Council and the Sheriff’s Secret Police were… overcompensating, some may say. They were enforcing rules more harshly than before, desperately attempting to recreate their image in the face of people who (they perceived) doubted them.
For many, this changed nothing. The Sheriff’s Secret Police never pretended to be soft, and the increased harshness simply meant that if you did do something wrong, punishments worsened. But for some- say, those who had a patron that the Secret Police feared pissing off- the city’s increased need to assert their dominance caused a previous-docile acquaintance to suddenly turn on them.
