Summary
Peace with the Uchiha was a logical endeavor. Abandoning their homelands to create a shared village and inviting half the clans in the Land of Fire? Slightly less logical, but still rationally justifiable.
Tobirama is trying to figure out how things escalated from peace and village to him: 1) having regular and consensual sex with the least pleasant, most volatile omega ever to darken his doorstep (surely an act of mercy and national security), 2) offering to sire a child with said omega (admittedly a favor, but also an exercise in reproductive biology), or 3) him voluntarily agreeing to marry that same omega.
(The last one is…a public service, Tobirama supposes. The quality of the dating pool can only improve with Madara’s removal from it.)

Summary
