The custom is common knowledge in Germa - not so much in Wano. Handing over an omega when you're suing for peace after a humiliating defeat is standard practice, but once the discrepancy is discovered, it's already too late. Despite his misgivings, Zoro will have to take responsibility for a man he's never met, and navigate a situation in which neither of them can be happy.
He wasn't planning to get married. Meanwhile, Sanji hasn't been allowed to see any other future for himself, but the circumstances are less than ideal.
