Only he wasn’t placed in the ordinary cells his teammates were when they had been arrested for helping him and Bucky after the signing of the Accords. Instead, on that fateful day, Ross told the former Captain with a gleeful smile on his face that he would be receiving a brand-new cell made especially for him.
The soldier was held in place with arm and leg shackles chained to a metal collar around his neck and surrounded by six heavily armed guards ordered to use severe force in the event that Steve were to move. Between the heads of the guards in front of him, the super-soldier could see the wall ahead of them slide open like a door to reveal his new home. -
