Summary
Will knew what had happened. He knew exactly how Abigail's ear had gotten into him, who had shoved it down his throat. He also knew that trying to indicate Hannibal as a killer again was futile. Jack seemed to want to believe him, going by the conversation in the BSHCI's visitor hall, but Jack needed something concrete, evidence. Hannibal had eluded capture for so long, he wasn't going to start leaving fingerprints or hairs at his crime scenes now.
No, Will was going to deal with Hannibal Lecter on his own terms. The man deserved to reap what he'd so carefully sowed, didn't he? He deserved to experience what he'd coaxed forth from the bottom of Will's soul, to see the result of his machinations.

I adored your analysis of the Minnesota Shrike. How quickly you boxed him into a corner and revealed his hand! Surely the ladies on campus will sleep better knowing to avoid anyone that looks remotely like them with a father in tow. That, or perhaps you’ve inspired them all to dye their hair a poignant shade of blonde until the next killer comes along.
I wonder if your clever little mind would be able to catch someone like me, however; would you be interested in playing a game, Mr. Graham? I’ve grown bored as of late, and the city is not much to entertain these days. You can respond in your new column. Congratulations, by the way.

“So, Rosie.” Alastor straightened himself in his seat, taking his teacup and indulging in a sip. “Now that you’ve heard the tale, I come to you for advice on what to do with our little serpentine king. Please, enlighten me: why is Lucifer Morningstar acting so strangely around me?”
Rosie took a deep breath and set her cup on its saucer. “How’s the tea, darling?” she asked, hands folded on her lap.
Alastor blinked once, then twice. “Why, it’s lovely, as per usual.”
Rosie smiled sweetly. “Good. Not too bitter?”
“Not at all.”
“And how’re the fingers, dear? They taste alright?”
“They’re simply delightful.”
“Is your chair nice and comfortable?”
“The comfiest.”
“You’re all relaxed?”
“I’ve never felt so at home.”
“Lucifer is in love with you.”
Alastor spat out the tea he’d been drinking, which was quickly followed by a round of coughing so harsh you would think he was actively dying.

Rosie finds it all quite amusing.
