Sasuke can agree, but he’s not ready for such a conversation.
He wasn’t when he was twelve and Naruto kissed him (he said it was an accident but Sasuke refuses to believe him even for a single moment); he wasn’t ready when he was sixteen and seeing Naruto snogging with his first girlfriend reduced him to a crying mess; or, again, when, at twenty, his best friend came out and he dared to hope, for the first time, that maybe — just maybe — he had a chance.
Sasuke is twenty three now, but he doesn’t think he will ever be ready to face his feelings.
“I know how you feel, Sasuke.” Itachi said then, “How much you feel. And trust me, regret tastes worse than rejection ever could.”

Or Itachi, Fifth Hokage, is doing his best to get Konoha through a war while pushing for his little brother to get together with his best friend.
