Wow, you have eyes, is what Dick wants to say but Mr. West is kind of hot and Dick tries to be nice. Mostly.

“Listen, Mr. Murphy, the DA’s offering a very good plea deal. The first of its kind, and with how… public your case is, hopefully not the last,” Kane explains.
A payoff, maybe, Murphy thinks. They don’t want him blabbing his mouth, so he gets off as free as he can get. “What would I have to do?”
“No jail time, other than what you’ve already served,” Kane says and this intrigues Murphy.
“And the bad news?”
“You’ll be working with a hero from the Coalition, a rehabilitation initiative-“
Murphy’s blood runs cold. “No,” he says quietly.

Summary
Viktor never leaves Zaun. Instead, as Singed's protege, he draws the attention of Silco and ends up taken under the kingpins' wing, another stray in a makeshift family of outcasts and orphans.
With no one to stand by his side after the Council's ruling, a disgraced Jayce Talis enlists as an Enforcer and swiftly climbs through their ranks until he is assigned a mission befitting of the golden boy of Piltover's Police Force.
When a cadre of Enforcers barges in to the Last Drop demanding to speak with Silco, Viktor does everyone a favor by intervening in the conversation between them and his little sister before it can escalate to explosive porportions.

Behind Viktor’s ostensibly joking tone, their eyes meet again, and Jayce’s throat goes a little dry at the focused intensity of them. Alright. This…is admittedly not quite the direction he was originally planning to take this.
Doesn’t mean he’s not willing to take a chance like this if it is offered to him so freely.
