Summary
President Snow made a different choice in the aftermath of the 50th Hunger Games. Haymitch Abernathy still had the potential to be useful beyond being an example to the other victors. He was needed to serve as a mentor, to make sure that no victor could influence another district's tributes towards rebellion ever again. A broken man might still be able to fill that role somewhat, Snow was sure, but a scared one would really put in the proper effort.
Or: Sid Abernathy and Lenore Dove Baird were spared a terrible fate. Haymitch Abernathy, on the other hand, may have just earned himself a worse one.

Haymitch felt confident that this was another punishment dictated by Snow. How many names in that bowl were Burdock’s? Was it all of them? He felt an overwhelming urge to find out. It would be easy. All he had to do was knock the bowl on the ground and watch it break into a million pieces, the Capitol’s regime shattering with it as everyone realized that there were no odds to be in favor of. The outcome of the Games was manipulated from the start.

When Haymitch first wakes up on the day of the reaping, his only goal is to make it through his first year as a mentor without falling apart. After his former best friend is selected to be that year's male tribute, however, his goal becomes to stop the 51st Hunger Games before they even begin.
