Rafael could've gone to jail if it hadn't been for 12 jurors who saw what he'd done as merciful; relieving a mother of an eternal burden by carrying the weight himself. He was drowning, suffocating under tons of guilt and there was nothing he could do to help because he wasn't even sure where to begin.
Sometimes he wondered if being scared over losing Rafael made him a bad person, he should’ve been more worried about the baby, the mother, the morality of that choice and what it said about Rafael. And what it said about him for judging it in silence but choosing still Rafael. -

The Master’s presence hits him like a storm—dominant, commanding, the scent of an alpha Time Lord that triggers ancient Gallifreyan instincts the Doctor refuses to obey.
Drawn together by that biological pull and centuries of shared history, the Doctor struggles to keep his autonomy while the Master delights in the control his presence almost gives him.
