He had been pestering the Russian for almost a whole week to share the exclusive leaks of an incoming game he could just not wait to know about, but the other nation had answered elusively, saying he did not have such thing. Bullshit! The other was just playing the fool, he was sure of it.
Sharing is caring, so not sharing is, by default, a very not-nice thing to do. America was a hero through and through, which means he had no problem punishing evil-doers.
