The Winter Soldier takes the shot and kills Captain America. Or at least, that's how the story was meant to go.

Comics-based rather than movie-based. Lukin sends Winter Soldier to kill Steve, WS fails, gets captured, it's a while before Steve comes to see him and realises its Bucky. Eventually Steve breaks him out of Shield, but James/Bucky has to go out on his own for a bit before he's ready for life with Steve.

awesome in-depth exploration of James/Bucky/the Winter Soldier after he comes back, limited first person pov, author is EXTREMELY talented. (sidenote: loved how Steve's scar slowly fades as James slowly improves). Also this line:
"He is who he is, not the sum of who he was. And going forward he can be the man he wants to be." -
