SET IN AVENGERS: ENDGAME
Sam had worked hard to gain Bucky's trust since his freedom from Hydra. He had tracked him throughout Europe, protected him and Steve during the Sokovia Accords, and visited him often after he came out of cryo freeze in Wakanda.
The two had bonded during Bucky's time healing in the Wakandan tribes outside of the main city. The closer they became, the more casual their touches came to be; innocent back pats turned into hand touches.
Their relationship seemed to be forming into more than just friends when Thanos invaded Earth and wiped out half the population.
After five years of heartbreak and loneliness, Sam is given an opportunity to bring Bucky and half the world back. Sam is sent back to wartorn Europe to retrieve the Space Stone from Hydra while blending in with Bucky's regiment.
Sam must face Bucky, knowing the horrors that are to come to the young soldier, and somehow manage his own feelings in a time when two men being together was seen as damned.

“We should stop,” Sam pants the next time he draws back. But his hands somehow end up on Bucky’s waist, a rough grip that makes his knees weak and makes an unfamiliar warmth burn in his stomach.
“Probably,” Bucky agrees, because it’s the logical thing to say. He knows it and Sam knows it and all they need to do is just – stop. It might be awkward for a bit, but they can just pretend it never happened and go on bickering with each other until this mission is done. That’s what should happen.
But if Bucky’s being honest with himself, it’s not what he wants to happen.

Summary
The Thunderbolts knew about Sam, in a way. Somewhat. They knew, of course, that he and Bucky were friends, but not of their relationship. They knew that things had been complicated, with the argument over the Avengers title.
Suffice to say, his teammates did not know that whenever Bucky left the tower, it was either to drive four hours to D.C. or to return to his (and Sam’s, at this point) Brooklyn apartment: the apartment that had two toothbrushes on the bathroom counter, an I LOVE CAPTAIN AMERICA mug in the kitchen sink, and a frankly impressive collection of vintage R&B vinyls.
And Bucky wanted to keep it that way.

Sam blinked. He didn’t exactly know what to say to that. “…uhm, are you sure?”
“Yes I’m sure.” He grumbled.
“I mean– we just had sex, but okay?”
“That wasn’t sex,” Bucky shook his head. “Sex is between a man and a woman.”
Sam buried his face in his own hands. He was not in the mood for this conversation.
“Get out.” He groaned.
“Excuse me?” Bucky said.
“Get out man, I’m not doing this with you.”

It was just supposed to be sex. Something to take the edge off and keep them distracted at the Avengers Compound, while they trained and trained and waited for world-ending missions that never seemed to happen anymore.
But a friends-with-benefits situation between the Falcon and the Winter Soldier was probably doomed from the start. Sam’s never been able to lessen how much he cares and play by the rules. Bucky can’t seem to keep his heart closed off and not get caught up in his emotions. And despite themselves, despite Bucky’s relentless nightmares and Sam’s guilt and grief, they fall for each other harder and deeper than they ever would’ve imagined.
Oh, and everyone figures it out. Everyone except Steve.
