Summary
Britain seized Tropico after Spain had already looted the silver, burned the sugar plantations, and failed to burn down the Governor's Palace. Into this disaster they sent Sir Edward Arkwright, a spare noble son, to keep the place from collapsing.
Between bickering factions, Tropico somehow survived and would continue to survive, only smaller, poorer (By American or European standards), and with far more goats.
Tropico proves you can loot an island, misrule it for generations, and abandoned it, but for someone else to could fix it, rule it and somehow accidentally declaring independence and self-rule, but still call the result… progress.
