Wilbur's throat bobs as he swallows, and the steadying grip he has on Tommy's shoulders suddenly feels much more intimate.
"Well then I'll have to say it more often," Wilbur says, pulling his hands away, but Tommy latches onto them before Wilbur can wrap them safely around a drink.
"I like it when you touch me," Tommy turns Wilbur's captive hand over, brushing his fingers across the palm.
He looks up at Wilbur, "Will you do that more often, too?"

Or Wilbur takes Tommy out drinking for the first time after he turns 18. Things escalate.

Summary
Wilbur's finally been revived, given another try at life. There's so much for him to do, and yet for some reason he still finds himself outside of Tommy's door.
He isn't sure why. He figures that he'll antagonize the younger boy, see just how far he could push him until he snapped.
What he didn't expect was to be grinding up against Tommy less than an hour later, the younger boys lips on his own as Wilbur pressed him against the wall and took him apart piece by piece. He wasn't complaining though, he very much was not complaining. Tommy had always looked so beautiful giving in to him.

Summary
They sign the papers, Wilbur drags Tommy into a dizzying kiss that tells the story of a year and a half of love, and when it's done Tommy feels exactly the same and entirely changed all at once.
"Thomas Gold," Wilbur says with reverence, and Tommy thinks he'll never get tired of hearing his new name, "I love you."
Tommy grins, "Till death do us fucking part."
"Till death do us fucking part," Will agrees, and they walk out hand in hand.

Or, after a year and a half of dating, Tommy and Wilbur get married. The only problem is now they have to tell all their friends.
