Summary
With the HPSC now requiring the ADA to have an overseeing hero to make arrests or engage in combat of any kind, and none of its current members being eligible, Dazai and Ranpo devise a loophole: have one Ochako Nakahara-Dazai attend a hero school, and become their “overseeing” hero.
Of course, she’s always happy to help her father and her future workplace, but she’s not really sure any hero school is prepared for Yokohama weirdness, which seems to follow all of its residents even outside of the city. She’s also not sure she’ll be able to get a license faster than three years, which both Dazai and Chuuya seem confident she can do. She’ll have to get it as quick as possible though, lest the ADA drive multiple heroes sent to oversee their operations insane.

The voice that interrupts his afternoon break comes from a boy standing outside the fountain. Dazai's only able to make out the obnoxiously bright ginger hair on the other side of the water that separates them, but it's annoying enough as it is. Turning his head, Dazai decides to ignore him until he leaves.
"You know I can see you, right? You were just looking at me!"

Yet when the lead singer laid down on that stage, staring up at God beyond the ceiling that was this run down bar, and held on to their guitar like a lifeline, it wasn’t to allow their adoring fans to reach for their thighs, it was to call out a name in the distance. Though his mind spat at his heart, he watched as the musician got off from the floor and stumbled back to the front of the stage for the next song. Their eyes met, and he saw them. He saw them. I see you. So when he stays until the end of the set, he convinces himself it's to bum off cigarettes off a stranger after the show and not to keep them company.

Ten minutes go by when you decide to spare him a glance. You shift your spine so that you can observe his appearance, with your head hanging tucked beneath your shoulders and resting on one of your knees, your elbow sandwiched between. He looks… solemn. Focused on the line of the horizon and not much else. He must have something on his mind, but you decide not to pry. It’s not your place.
He seems to notice you staring at him, and he starts to get anxious. His bottom lip gets pinched between his teeth, and his brows furrow before his lip is released and he turns to scowl at you. Your eyes lock, but no words come out of either of you. They don’t need to. The fabric of his suit bunches at his shoulder. You don’t know why you find it cute.
