It started the moment the notion was proposed by Uchiha Madara.
Conversations were exchanged between men who had enough power to make history worse than it was. So they did.
Civilians took a ballot and all children who turned six that year enter the draw. The chosen names will be trained and grow up alongside their assigned clan children until they are dead or otherwise disposed.
