After a routine scouting mission leaves one of the mini-cons injured, they get help from an unusual source. Since that day, the small cassettes have been obsessed with this human who stared them down and, for some reason, took it upon himself to try and help. Maybe Soundwave has room for one more mini-con in his ranks after all.
Or: Danny happened to save a metal cat from a fight with Cujo, and now, ever since then, all of these mini robots keep showing up in his town and spying on him (not very secretively).
