Summary
Arthur's father is the head of The Department of Magical Affairs. Long before Arthur was born Uther implemented a program to force all sorcerers to register their information with the department. When Arthur's mother died at the hands of magic, Uther used said registry to push his own oppressive agenda. When Arthur is twelve, all copies of the registry were mysteriously deleted from government servers along with the program used for information registration. Fifteen years later, Arthur gets the opportunity as a photojournalist to go in and do a piece on what the government calls "Magic Occupied Boscastle" but the citizens call "The Last Free City of Magic" in Cornwall. There, he gets to know the mysterious, unofficial leader Emrys and come to truly understand what life is like for a magical person in the UK.
