Summary
(In which the NSA forces Simon to marry Jack in order to keep an eye on him.)
After the supers ban was made official, the NSA had their work cut out for them, engineering new, normal lives for those once believed to be gods. Day after day, supers were reduced to a single file, liabilities to be “dealt with.”
The nightmare was almost over, with only one man left to deal with—Jackson Hart, better known as Gamma Jack.
No female supers fit the mold well enough to be assigned to play house with Jack, and even if they could withstand his toxic abilities (and personality), it would just be plain cruel to subject any woman to a life married to the guy.
Fortunately, there was one person who fit the profile the NSA was looking for: immune to the light spectrum, and by proxy, Jack. Strong enough to hold their own. The one person who wasn’t afraid of him. Unfortunately for Jack, that person happened to be a man.

Settled in with a cosy teaching position at a prestigious university, Stanford Pines had found a comfortable rhythm. Teaching a for-credit extra curricular course on supernatural phenomena and cryptids as a way of cultivating curiosity in sharp, over-achieving young minds, was perhaps less ambitious than his twenty-year-old self would have wanted. but at sixty-five, his standards had shifted.
It was easy, it was comfortable, and it worked well enough to keep him grounded.Until a student, somewhere in his twenties, shows up with an interest in Stanford that makes no sense.
With an abrasive, arrogant personality that gets in the way of an otherwise brilliant mind, Stanford doesn't know what to make of Bill Cipher, but it seems that Bill has already figured out everything about Stanford.

Bill's skin crawled. The room lit red. Without a second thought, he gathered up what was left behind his eye and spit. A thick static loogie hit Ford’s cheek, sizzling like a pinch of flower in an oil vat.
He could almost feel the bonfire warmth of real fury roar back to life where Ford stood. He basked for a heartbeat before Ford twisted the knife in the wall, catching strands of pride and relief like spun pasta around his blade. He leaned in, breathing fire through his teeth.
“I have pinned dead moths more challenging than you. You are a fucking insect to me. Act like it.”
Bill let himself whimper. Play stupid games, win stupid prizes . Bill didn't play stupid games, and he only won prizes he wanted. That meant he wanted this. He'd earned it.

Summary
Bill Cipher has not been doing well in theraprism.
In fact, he's made such little progress that The Axolotl is no longer sure if he can be redeemed.
Bill is given one last chance: return to Gravity Falls to make amends with the Pines family and prove he can change or be permanently erased from the fabric of the universe.
