Sebastian has an issue. Every so often, he lays eggs. Unfertilized, and yet he becomes extremely attached, until they dry up from a lack of water. Well, this time, he brings them to the control room, supposing that it would be safe to leave them with HQ. He allows Sebastian to do so.
