And therein lies the problem. Shadow hates it when people touch her head. She hates it especially when people mess or even touch her quills. Hypocritical? Not really. Shadow isn’t responsible for other people letting her touch their heads. Though, she’ll be damned if she ever lets them do the same to her. Personal boundaries, yada yada.
No, Shadow likes her quills to be styled and prepped in a specific way that no one else can get right. Not even Maria was ever allowed to try. She brushed gentle and soft when all Shadow wanted was hard and fast. How else do you get the job done? So no, she can’t let Sonic do her quills. Besides, Sonic needed this too. Right?

Rouge is sent on a mission to find a weapon that had been left abandoned in one of GUN’s bases. She drags Sonic along to find it, but neither of them know how to react when they discover that the “weapon” they’re meant to retrieve is actually a young, injured, terrified little hedgehog. All Sonic knows is, he can’t let GUN hurt this child again.

"When Shadow saw Sonic standing all bedraggled and barefoot in the kitchen, package of pasta in his hands, struggling to read the instructions, he couldn’t help but sigh fondly, another part of the tightness in his chest loosening (the shower had helped a small amount with that, but it hadn’t worked as well as just seeing Sonic again).
Shadow didn’t have the bandwidth for words right now, or for making much eye contact, but Sonic hadn’t seemed to mind (he never seemed to mind). And then Sonic had told him he loved him..."
OR
Sonic is tired after a long day of fighting badniks, and when he gets home, he finds out Shadow is tired from a long day, too, having been out on a solo GUN mission. They do their best to comfort each other, and help each other deal with the aftermath of their bad day, so they can finally get some rest and have a good night.
(In other words, Sonic and Shadow fight angst with the power of love and being sickeningly soft with each other)
