Suguru isn't alone - he's holding hands with two little girls. One on his left. One on his right. He's so absorbed in watching over them that he hasn't even noticed he's being watched himself, yet. He takes one step and then stops, waiting patiently for the girls to struggle their way up the same stair. It's a greater challenge for them than it is for Suguru, on account of their short legs.
Suguru looks up at last, finally noticing Satoru peering over the landing. He says, simply; "They have nowhere else to go."
