He stays silent because he can't lie to them, not again, its the one condition they had.

“Are you curious about plans for future projects or–”
"What did he write? For the first hearing?”
“I'm afraid I don't understand, Peter.”
He tapped his pencil impatiently. “For Skip Westcott's first parole hearing,” he slurred, tilting his head into the back of the couch. “I wasn’t there, I don't know what he wrote.”
“I don't have access to that information.”
“Why not?”
“Tony did not leave any virtual record of his statement.”
He tossed the notebook to the side. It skittered across the carpet, flopping down on its face. Peter turned his face into the couch. “Why not?” he repeated.
“His statement would have been sensitive. I imagine he wanted to limit ways to access –”
“Fuck him, then,” Peter huffed. He didn't mean it. Of course he didn't. It just felt good to say.
