Harry could not move. He was trapped in this new, small, unknown form, and he could not MOVE, because Dobby had found him stuck in a cabinet and decided, in all his batty house-elf wisdom, that Harry would make a lovely gift for a certain blond-haired git.
So here he was, frozen in place and sitting upon Malfoy's overly posh bedside table right beside a little note he could barely make out through the corner of his eye. He had a strange urge to shove it in his mouth and rip it to shreds.
In which Dobby leaves Draco a peace offering, and it somehow becomes everyone else's problem.

Summary
