MHA/BNHA x Original Work
The first group of assassins ( recorded by the HSPC ) were ex-heroes. Nobody knows where they came from.
Assassins aren't in the same category as villains because they only kill when hired to.Assassins all go under the same group in AA ( Assassins Association ), it is worldwide. The world leaders don't try to hire police or heroes to capture them because they made a deal that AA will be considered an actual organisation instead of a villain one. ( for how they made the deal, is for when I have more ideas )
AA mysteriously disappeared a few years back when the last group of assassins named Raven were captured by heroes. All members were never to be found after the capture, said by the HSPC.

"Maybe..." Dazai looks so far away. Something is tugging at the corners of his expression. "I can... finally..."
"You cannot," Kunikida begs. Finally what? "Do not sleep." Do not smile, you fool, do not smile at me now. "You have to stay awake." Do you always smile when you're in pain? "We're going to the Agency." What is he saying? "Wherever you want."
Dazai doesn't open his eyes. It takes everything Kunikida has not to grip his face, take the wound, shake it open. He's already putting all the pressure he can on the one he can see. Dazai asks, slurred and simple, "You're... bringin' me?"
Kunikida says, "Yes." He doesn't say, Finally what? You bastard, finally what? "It's going to be fine, you hear me? You're going to be—"
Then Dazai says, faintly, “I’d like to go home.”
"Come to think of it," Atsushi says, "Dazai-san, where are you from?"
Or: Five times the ADA saw glimpses of Dazai’s past, and one time someone pieced it together.
