Summary
One year after Shroud’s defeat, the Phoenix Program is officially recognized as a success. With a new opening at DTLA following the death of one of their downtown dispatchers, the Director of the SDN decides Torrance’s ‘miracle worker’, Robert Robertson III, is a perfect fit for the job. He and his team-- the Z-Team-- finally have a chance to move up in the world. New costumes, new branding, maybe even merch... how could he say no?
Sure, a few of the SDN's top "golden boys" have gone violently rogue and the SDN is weirdly desperate to make it Robert's problem, but... who's got time to worry about that when the team's making their (second) debut?
