Summary
Galinda Upland (of the Upper Uplands) is having a disastrous start to her first year at Shiz University. There's nothing wrong with liking things exactly the way she likes them, but nothing is going according to plan. Not only is she forced to share a dorm with a green freak like Elphaba Thropp, but she's also been unceremoniously dumped by Fiyero, who is looking for someone more "serious"... like Elphaba.
Determined to prove a point, Galinda makes a bold wager with her friends. Galinda bets a hundred dollars that she can seduce Elphaba and steal a kiss before Fiyero ever gets the chance.

Summary
It wasn't really a letter, so much as a script. Amity knew that just handing a letter to somebody then bailing was a show of weakness. It shows you're open to the possibility of being rejected, that someone else's opinion of her was more important than her own. No, what she needed to do would take courage, bravery, and a subtle enough vulnerability for her.
She needed a confession.
